On Scientific Connotation of National Strategy

[Abstract] As a kind of exotic, the conception of national strategy was introduced to Mainland China at the beginning of 1980s. It was once unpopular and only few scholars used it in their researches. However, it often appeared in recent years on academic books, media reports and leaders’ speeches, which shows that such conception has been accepted and become a very important strategic concept in China. To accurately understand and correctly use this conception, to improve the researches on this issue and to realize the scientification of decision-making on national strategy, this paper reviews the conceptional evolution of national strategy, analyzes the characteristics of American definition and its main problems, explains the scientific connotation and key features of new definition from the views of combinations of history and reality as well as theory and practice, and then suggests using the conception of national strategy in relative studies and terminologies so as to benefit for further communications and exchanges and for better playing the thinktank role in top-level strategic researches.
